England is a country of its own within the United Kingdom. As such, it has its own flag, evolving culture (a mix of cultural influences from many different places, ethnicities, philosophies, and so on), and traditions. In general, the British flag is more likely to be seen at official events. The English flag is also controversial because some people see it as a racist or anti-Muslim (being Christian) symbol.

HEADS UP: Is English the official language of England? People are still arguing over that! All general official business takes place in English. But there is apparently no legal designation of English as the official language. You'll see different sites claiming English is or is not the official language of England.
